House passes resolution urging Ukraine to resume halted international adoptions

Legislation H.Res. 915, authored by Representative Chris Smith of New Jersey, passed the House of Representatives with a vote of 372-6. The resolution addresses international adoptions from Ukraine that were halted following Russia's invasion in March 2022.

During the debate, Smith highlighted the case of Matt and Deidre Gordon, a New Jersey couple who were close to adopting Ukrainian siblings Bogdan and Galena when the suspension occurred. "My legislation respectfully urges the Government of Ukraine to review and modify its decision to suspend adoption by foreign nationals—for loving adoptive parents like the Gordons," said Smith.

Smith explained that the Gordons had been approved as adoptive parents by both U.S. and Ukrainian authorities and had developed a strong bond with the children through extended visits. "Matt and Deidre Gordon and many other Americans were nearing the end of the process, which then ground to a halt, leaving these two children—and others—stranded," he added.

Representative Donald Norcross, also from New Jersey and a cosponsor of the resolution, commented on the impact of Russia's actions: "Russia’s unprovoked war in Ukraine has caused chaos in the region and been detrimental to the safety of Ukrainian children." He emphasized that American families are ready to provide homes for these children once adoptions resume.

The resolution calls for prioritizing adoptions where U.S. parents have already been vetted by Ukrainian authorities and children's adoptability confirmed. Smith acknowledged Matt and Deidre Gordon for their advocacy efforts, as well as former State Senator Ray Lesniak and attorney Patricia Apy for their contributions.

Lesniak expressed gratitude towards Smith's efforts: "Congressman Smith came through on behalf of these Ukrainian orphans and their future families."

Smith is known for his work on adoption-related legislation, including laws promoting National Adoption Week and various child protection acts.
