Following a series of discussions, the Ocean County Homelessness Trust Fund Task Force has outlined its funding priorities for 2025. Ocean County Commissioner Virginia E. Haines emphasized the importance of collaboration in using gathered information to aid the needy and vulnerable residents. "The creation of the Ocean County Homelessness Trust Fund in 2023 was a significant starting point for the County in providing more assistance for the homeless and those facing homelessness," Haines stated.
The Task Force's 2025 funding priorities include supportive services for those at risk or experiencing homelessness, development of a coordinated prevention system, and rental assistance for individuals experiencing homelessness. Data analysis indicates an increase in households entering the homeless service system annually, with longer stays once they are in.
Haines highlighted the need for a comprehensive prevention system to end homelessness in Ocean County. She noted that all available resources must be used effectively. The Task Force recommends forming a working group within the Homeless Prevention and Assistance Coalition to review data comprehensively and streamline prevention funding processes.
"Ocean County has a wealth of programs and services to assist our residents, whether through County programs or nonprofits, so it's essential to have a coordinated prevention system working with both public agencies and also non-profits," Haines said.
Local funds are recommended to continue supporting rental assistance as federal American Rescue Plan Act funds begin to sunset this year. The Task Force noted that since 2023, considerable resources have been invested into emergency shelter development and rapid rehousing programs.
Rental assistance programs are most effective when paired with case management, assisting households in maintaining permanent housing. Community feedback sessions underscored the necessity of additional support for transitioning from homelessness to stable housing.
The Task Force is tasked with implementing various duties related to the Trust Fund, including identifying funding priorities through community-focused planning activities and providing input on initial funding solicitations.
"In 2023, with the support of the Board of Commissioners, we created a homelessness trust fund in Ocean County," Haines said. A $5 surcharge on most recorded instruments supports ongoing programs through this fund. As of December 2024, it raised $420,000; $168,150 is earmarked for Code Blue Program annually while remaining funds go towards prevention efforts.
State guidelines prevent using these funds for building shelters but allow them for supportive services and better engagement during Code Blue events. "These funds help in many other areas including supportive services, prevention services," Haines added.
