Ocean County Board approves shared service agreements for municipal infrastructure support

The Ocean County Board of Commissioners has approved a series of shared services agreements with several municipalities across the county for 2026. These agreements, known as Schedule “C” Services, will run from January 1 through December 31, 2026, and are subject to the adoption of the county’s budget.

Schedule “C” Services are designed to help municipalities save money and reduce duplication by allowing them to use county resources for road maintenance, engineering assistance, and vehicle services. Municipalities can access the Ocean County Road Department for paving, sweeping, and other roadway needs; request support from the County Engineering Department for projects that connect with or impact a county road; and use the Ocean County truck wash to maintain public works, emergency, and service vehicles. This approach also helps towns meet federal and state environmental requirements related to equipment washing and stormwater management.

According to the official website, Ocean County provides a range of programs and services such as senior assistance, parks and recreation, health initiatives, consumer affairs support, and transportation options to enhance community life. The county is governed by a Board of Commissioners led by Director John P. Kelly along with Deputy Director Frank Sadeghi and Commissioners Virginia E. Haines, Robert S. Arace, and Jennifer Bacchione.

During its March 4 meeting, the board approved agreements under which:
– The Borough of Surf City, Township of Berkeley, and Borough of South Toms River will receive Schedule “C” Road Department services, Engineering Department services, and Vehicle Services.
– The Borough of Little Egg Harbor will receive Road Department services and Engineering Department services.
– The Borough of Seaside Park will receive Road Department services and Vehicle Services.
– The Ocean County Utilities Authority, Borough of Island Heights, and Township of Lacey will receive Road Department services.
– The Jackson Township Municipal Utilities Authority will receive Vehicle Services.

Agreements approved during the February 11 meeting include:
– The Boroughs of Beachwood and Pine Beach receiving all three types: Road Department services, Engineering Department services, and Vehicle Services.
– The Township of Lakewood; Boroughs of Lakehurst, Beach Haven, Bay Head, Harvey Cedars; Barnegat Light; and Ocean County Vocational Technical School receiving Road Department services and Engineering Department Services.
– Townships of Eagleswood and Barnegat as well as Toms River Regional Schools receiving Road Department services plus Vehicle Services.
– The Boroughs of Seaside Heights; Mantoloking; Township of Manchester; and Ocean County College receiving Road Department Services.

Ocean County serves residents throughout its region in New Jersey according to official information. As a government entity headquartered at 101 Hooper Avenue in Toms River according to its website, it manages local administration alongside these shared service efforts.

“Schedule ‘C’ Services are shared service agreements that allow Ocean County to support local municipalities with road maintenance, engineering assistance, and vehicle services. These agreements help towns save money, reduce duplication, and keep important infrastructure projects moving efficiently,” according to an official statement.

This ongoing partnership aims to strengthen collaboration between the county government and its municipalities while ensuring high-quality support at lower costs.
